headquarters of the Chinese Seamen's Union Organising Committee on the subject of foreign shipping in Chinese

waters, is resented, especially as regards its references to

the Companies themselves. As conditions are at present,

therefore, they prefer that their crews should as far as

possible remsin non-union and free from union propaganda.

Should Mr. Sung approach us again in the matter,

he will be advised in non-committal terms of the Companies'

reluctance to take any active steps in regard to his

proposals, and it is to be hoped that the issue will be

allowed to remain dormant.
